If you want to study or work in Germany, you will need to attest (verify) your school and college documents. In Pakistan, you need to get them attested from IBCC and HEC.

What is Document Attestation?
Attestation means that an official office checks your original documents and proves they are real and correct. After attestation, you can use them in foreign universities, embassies, or workplaces.
What Is IBCC and HEC?

IBCC stands for Inter Board Committee of Chairmen.
It attests your matric (9th and 10th) and intermediate (11th and 12th) certificates.

HEC stands for Higher Education Commission.
It attests your bachelor’s, master’s, and higher degrees from universities.
Step-by-Step Guide for IBCC Attestation
Step 1: Make an Account on IBCC Website
- Go to the IBCC website
- Click “Online Attestation System”
- Create an account using your email and CNIC.
- Log in and start your application.
Step 2: Fill Out the Form
- Choose the documents you want to attest (Matric, Inter).
- Enter your board name (like FBISE, BISE Lahore).
- Upload scanned copies of your documents and CNIC/B-Form.
- Select your preferred IBCC office (like Islamabad, Lahore, Karachi, etc.)
Step 3: Pay the Fee
You will see the fee on the portal. Usually:
- Rs. 1000 per document (original)
- Rs. 500 per copy (photocopy)
Pay the fee using Easypaisa, JazzCash, or Bank (as shown on the website). Save the payment receipt.
Step 4: Submit Your Documents
You have two options:
- Walk-in/Appointment: Take the original documents, CNIC, and payment proof to the IBCC office.
- Courier: Send your documents through a registered courier service (like TCS or Leopards).
Tip: IBCC also has a special service with TCS. Ask at your nearest TCS Express Centre.
Step 5: Get Your Attested Documents
- If walk-in: You may get them the same day or in 1–2 days.
- If by courier: You’ll receive your attested documents in about 5–7 working days.
Step-by-Step Guide for HEC Attestation
Step 1: Create an Account on HEC Portal
- Go to HEC Portal
- Create an account using your CNIC and email.
- Log in and choose “Degree Attestation”
Step 2: Fill Out the Form
- Add all your degrees (Bachelor’s, Master’s, etc.)
- Fill in university name, roll number, passing year
- Upload scanned copies of your degrees, transcripts, CNIC, and photograph
Step 3: Upload Required Documents
Make sure to upload:
- Degree (front and back)
- Transcript / mark sheet
- CNIC / B-form
- Recent passport-size photo
Step 4: Pay the Fee
After submitting the application, you will be able to download a challan.
- Usually Rs. 1000 per degree
- Pay it through 1-Link and verify payment.
- Keep the original challan receipt with you.
Step 5: Submit and Wait for Approval
- After paying fees, submit your application.
- Wait for email approval (takes 1–5 days)
- You’ll get an email with the date and time of your appointment
Step 6: Submit Yout Documents
You have two options:
- Walk-in/Appointment:
Take the original documents, CNIC, and payment proof to the HEC office. Visit the HEC office on your given date and time. - Courier:
Send your documents through a registered courier service (like TCS or Leopards). Take the following things with you to the selected courier office:- Printed copy of your online HEC application
- Original documents (degrees, transcripts)
- Photocopies of all documents
- Your CNIC
- Paid challan form (you will get this on the HEC website after approval)
Courier staff will check your documents and send them for attestation.
Step 7: Receive Your Attested Documents
- HEC will stamp and sign your degrees.
- Through courier, this may take 5 to 10 working days.
- You may get them the same day if you have used the Walk-in mode.
Attesting your documents from IBCC and HEC is an important step if you plan to study or work abroad. It may seem like a lot at first, but if you follow these simple steps, you’ll finish it without any problems. Start, follow the instructions, and double-check your documents.
